Court orders city government to publish 'Ita Pedro' artist contracts and detail the origin of funds

The measure responds to a request presented jointly by the Public Prosecutor's Office of Bahia (MP-BA) and the Federal Public Prosecutor's Office (MPF).

The free event is scheduled to take place between June 25 and 28. According to the decision, the contracts must be disclosed in full, with details of costs and their respective funding sources.

Now on g1 Furthermore, documents must be submitted proving the origin, availability, and regularity of the funds used in the hiring. The contracts will need to contain all elements provided for in Federal Law No. 14.133/2021, including a detailed breakdown of the costs involved, such as artist fees, and the individualized identification of funding sources, covering the municipality's own resources, federal funds, parliamentary amendments, and private contributions. In the lawsuit, the MPBA and the MPF argued that it was necessary to deepen the oversight of the hiring carried out for the event.

The agencies also requested the suspension of payments to artists whose fees exceeded by more than 20% the amounts charged in 2025, limiting them to the parameters established by Joint Technical Note No. 001/2026, prepared by the MPBA, the State Court of Accounts (TCE), and the Municipal Court of Accounts (TCM). This request, however, has not yet been analyzed by the Court.

According to information presented by the municipality on the June festivities dashboard, the investment declared so far for Ita Pedro 2026 is R$ 5.170 million in own resources and R$ 995 thousand in federal resources. Previously, during a procedure initiated by the MP-BA to preventively monitor public spending on the June festivities, the city government had reported a projected investment of R$ 12.8 million, 82% of which would come from Ministry of Tourism resources. According to the Public Prosecutor's Office, throughout the investigation, information was requested regarding administrative processes, price justifications, signed contracts, and funding sources for the artistic hiring, but the data had not been presented by the municipality. Public Prosecutor Rafaella Silva Carvalho also reported that the MP-BA filed a representation with the Municipal Court of Accounts requesting the adjustment of fees that exceed the parameters defined in Joint Technical Note No. 001/2026. The document guides that the contracted values be compared to the fees practiced in the 2025 June festivities, adjusted by the Extended National Consumer Price Index (IPCA).
