In a note, Copel highlighted that the tariff readjustment is defined by Aneel and said that the Paraná customer will pay, on average, around R$ 0.76 per kilowatt (kW) in residences. According to the company, the biggest impact on the readjustment is the cost of the subsidy for distributed generation (DG) through photovoltaic panels. "Of the total, 16% correspond to the impact caused by DG, which is paid by all consumers, including those who do not have their own generation system. This benefit for solar generation users is included in the Energy Development Account (CDE), funded by all electrical energy consumers. The account, which finances public policies and subsidies, is one of the main responsible for the costs on tariffs. The process is carried out every five years and, according to Aneel, defines the efficient distribution cost, quality and energy loss targets, and the components of the so-called "X Factor" for the tariff cycle. In other words, it re-evaluates the costs, investments, and operational parameters of concessionaires to redefine the level of tariffs. The last readjustment of this type occurred in 2021, with a 9.8% increase. The process differs from the annual tariff readjustment, which is carried out every year, except when the periodic tariff revision is done. In this case, the inflation index minus the X Factor is considered. The last one was done in June 2025 and raised the bill by 2.02%. "In both cases, costs with energy purchase and transmission and sector charges that fund public policies established through laws and decrees are passed on," says Aneel. The readjustment considers the following points: Energy cost (defined by the federal sphere) Charges defined by federal public policies Remuneration of network operation, maintenance, and expansion (informed by Copel) Copel serves almost 5.3 million consumer units, the majority being residences. According to the company, for every R$ 10 paid by the consumer on the electricity bill, about R$ 2 go to Copel. The rest is destined for the national electrical system, for the purchase and transmission of energy to be distributed to customers, for the payment of mandatory federal sector charges, and for subsidies defined by the federal government.
